Hmm, fairly decent picture, there are some things I'd look at correcting though.

First off, the technique as far as colouring goes looks alright, you should continue to develop it and make it even better, but this is a very nice start.

One of the things that REALLY bothers me here though is the incompleteness; her feet are missing. I'm not sure if that was in the interest of space or not, but leaving random bodyparts out of a piece is always a negative. Try shrinking the whole drawing down to allot room for the feet, it would be a big improvement.

Another thing I noticed (correct me if this is wrong) but her eyes. They aren't bad, but it looks almost like you drew one eye, then copied and pasted it/fixed the highlight areas as opposed to drawing another eye. I used to do this myself, and quickly realized it was a big no-no. It's a pain to redraw two of the same thing, but you'll see it makes a big difference, and people can tell right away when it's a copy-paste job. If you do want to make a copy-paste look better, my advice would be to scale the eye furthest from the viewer (in this case, the right one) down to create a more accurate sense of perspective; no one's eyes are facing the exact same way/are the exact same size when looking at an angle.

Lastly, look at some anatomy tutorials, they can be really helpful, even for drawing anime characters. Her arm seems very short, and her waistline and back don't match up to the neck thickness.

Overall, a decent piece, it just needs some TLC. Hope this helps, and good luck to you. c:
